SHREVEPORT, La. - SWEPCO customers could be getting a refund soon. Monday afternoon, Public Service Commissioner Foster Campbell will preview his plan to ask for the return of $23 million to SWEPCO's customers in 12 northwest Louisiana parishes. According to Campbell, the money was mistakenly over-collected by the electric company and discovered in a recent rate review.
