A Port Arthur man has been arrested and charged with a drug crime. Port Arthur Police say they executed a narcotics search warrant at a house on West 6th Street and found 49-year-old Arthur Small in possession of 38 grams of black tar heroin. Small was taken to the Jefferson County Jail and charged with Possession of a Controlled Substance.
