Tyler County registered sex offender arrested for failure to update his new address

The Tyler County Sheriff’s Department says a registered sex offender has been arrested after he failed to notify authorities of a change of address. According to Sheriff Brian Weatherford, deputies discovered that Walter Louis Chapman, 67, had moved from Ivanhoe to Woodville without notifying them. He was arrested on a felony charge of Failure to Comply with Registration Requirements. Justice of the Peace Tina Self set his bond at $100,000.00, and she also placed numerous bond conditions on him should he make bond and be released from the Tyler County Jail. According to the Texas Department of Public Safety Sex Offender Database, Chapman was convicted in 2012 on a charge of Indecency with a Child by Contact. The victim was a 12-year-old girl.
