Port Arthur Police and the Jefferson County Sheriff’s Department says a driver who hit and killed two pedestrians in Port Arthur 18 years ago is still on the run. It happened on Gulfway Drive in July of 2006. Investigators say Jose Raul Menchaca, who was a resident of Orangefield and is now 43-years-old, was driving a car which struck Juanita Minter, 41, and Robert Lirette, 40. According to investigators, Menchaca’s car was later found abandoned in Orange, but since then there has been no sign of him.
