Port Arthur police arrested 43-year-old Tina Louis, the mother of a special needs toddler, and 21-year-old Kristen Louis, the boy's sister, for injury to a child after investigators found the emaciated body of the 3-year-old boy inside a duplex apartment.
At around 7:25 a.m. Tuesday morning, PAPD responded to a duplex in the 300 block of Richmond Avenue in Port Arthur. A PAPD news release says investigators found the child's body in an extremely emaciated condition.
According to PAPD, the child is Tina Louis' son and the brother of Kristen Louis.
Justice of the Peace Marc DeRouen ordered an autopsy. PAPD transported Tina and Kristen Louis to the Jefferson County Correctional Facility.
