CADDO PARISH, La._ A Caddo Parish Sheriff's deputy was cited for causing a crash on Highway 1 Saturday morning. The sheriff's office says Andy Scoggins turned at Highway 538 in front of an oncoming SUV. The SUV struck the rear passenger side of Scoggins' patrol car causing him to spin and hit another car. Scoggins was issued a citation for failure to yield while turning left. The crash happened during a yellow light.
