Sabine Parish, LA – A registered sex offender from New Orleans, identified as Jovan Martin (age-32), has been arrested in Sabine Parish for failing to comply with Louisiana’s sex offender registration requirements. Martin is a Tier 3 registered sex offender and was convicted in 2022 for Human Trafficking. He was released from prison in December 2025.
The Sabine Parish Sheriff’s Office received a tip regarding Martin’s presence in the parish. During an investigation, authorities confirmed that Martin had relocated to Sabine Parish but failed to report his new address to the Sabine Parish Sheriff’s Office as required by law. Louisiana law mandates that registered sex offenders report any change of address within three (3) days of establishing residence in a new jurisdiction.
During the investigation, deputies also determined that Martin was operating a vehicle that had not been reported and listed on his sex offender registration, which is a violation of registration requirements.
Martin was taken into custody and charged with the following:
- Failure to Report Additional Address,
- Failure to Send Out Community Notifications,
- Failure to Register Vehicle by a Sex Offender,
- Failure to Publish Photo and Crime in Local Journal.
These violations are considered serious offenses and are strictly enforced to ensure public safety and community awareness.
In accordance with Louisiana law, the Sabine Parish Sheriff’s Office will conduct community notifications, which include public alerts and publication of Martin’s information, photograph, and criminal history in the local journal.
