Julius Theodore Winfield, black male, 19, arrested on charges of Many Police Department warrant-failure to report accident, failure to yield to red light, cancelled plate, hit and run, aggravated criminal damage over $1000, no driver's license, reckless driving, criminal mischief, by Many Police Department. He remains in jail.
