Jarrod Wilson, black male, 43, arrested on charges of unauthorized use of a vehicle, by Texas Department of Public Safety. He remains in jail.
Fred James Moss, white male, 49, arrested on charges of display fictitious license plate, by Hemphill Police Department. He remains in jail.
