Gov. Edwards Signs Bill to Levy Road Usage Fee on Electric & Hybrid Vehicles

Gov. John Bel Edwards posted on his State web page a list of bills signed today that includes Act 578/HB1031 authored by Representative Barbara Reich Freiberg from District 70. This Bill will levy a road usage fee for electric and hybrid vehicles and provides for the administration, collection, disposition and use of road usage fees not to exceed $110 per year on each electric vehicle and an annual road usage fee not to exceed $60 per year on each hybrid vehicle operated on state highways which are required to be registered and to pay a vehicle registration license tax in accordance with present law.

School buses will be exempt from imposed fees.

The Bill requires the administration and collection of the road usage fee to be paid by the owner on or before May 15th for the preceding year in which the electric vehicle or hybrid vehicle was operated upon the highways of this state.

70% of the proceeds will be deposited into the Construction Subfund of the Transportation Trust Fund for use by the Department of Transportation and Development (DOTD) on road and bridge preservation projects that are included in the Highway Priority Program.

30% of the proceeds will be deposited into the Parish Transportation Fund and distributed to local governments in accordance with the formula set forth in present law.

This will be effective January 1, 2023.
